We provide environmental support for public infrastructure, transportation projects including both bridge replacement and highway improvement, flood control basins, airports, linear features projects such as transmission lines and pipelines, renewable energy, telecommunications, private projects, and general and specific plan projects. R. John Little, Ph.D., founder and President of the company, has over 30 years of environmental consulting experience. Dr. Little has prepared numerous CEQA and NEPA documents; and has published over 30 research papers and books, including the Family treatment contribution for Violaceae in The Jepson Manual, 1st and 2nd edition. Jeffery Little, Vice President, has over 26 years of consultant experience, and serves as project manager for all phases of project development. Mr. Little evaluates environmental and regulatory constraints to assist our clients determine realistic schedules, prepares and manages CEQA/ NEPA documents, and identifies the necessary technical studies during project evaluation. They lead a team of biologists and planners with diverse specialties including botany, wildlife biology, wetland delineation, restoration, arboriculture, AutoCAD mapping, and GIS/GPS analysis.
Sycamore Environmental conducts biological surveys, jurisdictional delineations, and impact analyses for special-status plant and wildlife species, and consults with federal and state agencies on threatened and endangered species issues. We provide mapping expertise using leading industry-standard mapping technologies, and utilizes the current versions of Autodesk Civil 3D, AutoCAD Map 3D, and ArcGIS software for spatial data analysis and mapping. We design and implement mitigation plans, revegetation and erosion control plans, habitat management plans, and wetland mitigation plans. We coordinate with the U.S. Fish and Wildlife Service and National Marine Fisheries Service to help facilitate section 7 and 10(a) consultations.
Sycamore Environmental works as a liaison with CEQA responsible and trustee agencies, as well as regulatory agencies, throughout the project approval and CEQA/NEPA documentation process. We prepare the range of California Environmental Quality Act (CEQA) and National Environmental Protection Act (NEPA) documents. During the permit phase, we prepare applications and mitigation plans for U.S. Army Corps of Engineers (Corps) Section 404 Nationwide Permits, U.S. Fish and Wildlife Service (USFWS) and National Marine Fisheries Service (NMFS) Section 7 Consultations, California Department of Fish and Wildlife (CDFW) 1602 Streambed Alteration Agreements, Regional Water Quality Control Board (RWQCB) Water Quality Certifications, Central Valley Flood Protection Board (CVFPB) encroachment permits, and San Francisco Bay Conservation and Development Commission (BCDC) permit applications. We provide the full range of biological construction support services including preconstruction surveys, worker awareness training, and construction monitoring for special-status species avoidance and protection.
